The Institute of Public Policy and Administration (IPPA) of the University of Central Asia (UCA) announces the second cycle of its Certificate Programme in Policy Analysis (CPPA) for Afghan civil servants for new participants. Developed in collaboration with Carleton University’s School of Public Policy and Administration, the CPPA is targeted to civil servants who wish to acquire skills essential to advancing evidence-based policy analysis. Taught by a team of highly qualified experts, the course is the first of its kind in the region.
CPPA is being offered to Afghan participants through a partnership with the Ministry of Finance of the Islamic Republic of Afghanistan.
The programme for Afghan participants will be delivered at UCA in Bishkek, Kyrgyz Republic, beginning 24 August 2015.
Costs and Tuition Fees
With support from the International Development Research Centre (IDRC), Ottawa, Canada and the Aga Khan Foundation Canada, CPPA is free of charge for qualified applicants.
Programme Structure and Assessment
The language of instruction is English. The programme includes four modules and a colloquium. Each module is practice-based and related to real policy issues facing governments. Performance in each module is based on written assignments and an examination.

Economics for Policy Analysis
Methods of Policy Analysis
Policy Monitoring and Evaluation

The final assessment includes a capstone project, a policy paper that participants develop throughout the programme, based on ongoing learning and analysis. Each paper will focus on a policy problem chosen by the participant, and will be presented at an end-of-course colloquium to a panel of senior researchers and government officials. The best papers may be published in the IPPA Working Paper Series.
CPPA is a 25 credit European Credit Transfer and Accumulation System (ECTS) programme. Graduates will receive a professional development Certificate in Policy Analysis and a certificate supplement detailing the programme of studies completed and learner’s achievement in accordance with European norms. Credits earned in the Certificate programme will be accepted by UCA’s Graduate School of Development towards its Master of Science in Economic Development programme when the programme is launched.
Admission and Material Requirements
The programme is intensive and rigorous, and participants should expect to be challenged and demonstrate self-motivation.
All reading material will be provided by UCA. However, participants are required to have personal computers with Internet access, which is essential to the successful completion of course exercises.
The Programme is targeted to civil servants from the Ministry of Finance of Afghanistan. However, civil servants from other government agencies in Afghanistan are also welcome to apply.
