Introduction

OHF will conduct an evaluation of the Sharaka programme, designed to strengthen the capacity of
20 CSOs, the capacity of local government units, and their capacity to operate together, so as to
deliver interventions that improve the quality of life of communities in the Aswan governorate.
The approach was to build the capacity of CSOs and local government so that these become more
effective development actors, responding to priorities identified by communities. This evaluation
will be conducted to assess the progress on achieving the objectives of the Sharaka programme.

Background:

The Sharaka programme approach was to build the capacity of CSOs and local government so that
these became more effective development actors, responding to priorities identified by
communities. Sharaka strengthened the technical and managerial capacity and enhanced
participatory approaches of participating CSOs and Government departments.
Sharaka engaged a total of 20 CSOs (consisting of Community Development Associations and
Youth Centres), the heads of local government units at the mother village level, and the
Government Representatives at the District level.
