When a federal election makes international headlines, it’s usually bad news for everyone but the media. That was true when Kenyans went to the polls a few days after Christmas of 2007 for what everyone expected to be a calm election. The incumbent, Mwai Kibaki, had won the previous contest in a historic vote that brought a peaceful end to three decades of autocracy; Kibaki unmuzzled the press, made primary education free to all Kenyans, and developed one of the best HIV/AIDS policies on the continent, all in his first term. Even the cynics were surprised when he resorted to fraud to win a second.
