Group rights are part of the grammar of contemporary constitutional politics. Many claim that group rights entail the right to self-government over matters integral to cultural identity. But in reality, claims for group rights often arise out of conflicts over economic and political power – conflicts that may bear little connection to questions of cultural difference. Determining what’s at stake in claims for groups rights is essential for good public policy and for pluralism.
