Nairobi — “Bonanza” is the word most often heard in Uganda about the recent discoveries of oil; the assumption seems to be that oil has to mean an economic boom, regardless of the numbers.
Some take a historical view of oil in Africa and mutter, “Remains to be seen,” citing Nigeria – per capita income no higher now than in 1950, poverty at 60 per cent compared with 10 per cent then.
